my answer is the sentence is right. why?
1. 是的, 学院语法书认为不能用复数.
2. 但用a ten years boy(old)这种复数形式也常见.
3. 在daily mail中喜用复数形式.

Head Start is a federal program for 3-5 year-olds from families with incomes below poverty level. (That sentence is cited from Med-Bridf 980714 at this newsgroup.) I remember that the phase number-year-old has the same function as the adj. There is no "s" after year and old.
