澳移民政策重大变化
2003年7月澳移民政策重大变化
据移民部2003 年3 月31 日正式公布，在澳洲读书从而豁免工作经验从现在的一年时间延长为两年时间，这其中不包括在澳洲单纯学语言的时间。从目前获得的情况看，该两年中可以读两个学位，但必须与所提名职业相适应。
如学位从两个不同学校获得，则必须在第一个学校获得一学位后方可在另一学校开始第二学位的学习。如2003 年7 月1 日之前递交了申请（包括已递交了497 签证申请），则不受此限。澳大利亚学历的5 分获得也必须在澳学习至少两年才可以。
从7 月1 日起，普通技术移民同时发生变化的内容还有：
一、在澳大利亚人口稀疏的地区学习并生活了两年将能获得额外并单列的5分。人口稀疏的地区为：－除了悉尼，Newcastle, Wollongong 和Central Coast 的所有新南威尔士州；－除了墨尔本的所有维多利亚州；－除了布里斯班和黄金海岸的所有昆士兰州；－除了佩斯之外的全部西澳；－全部南澳洲，包括阿德雷德；－所有塔斯马尼亚州；－所有北领州；和－不包括澳大利亚首都领地（含堪培拉）。
二、在紧缺移民职业清单MODL(Migration Occupation in Demand List) 获得的额外分将由目前的5 分增为10 分。原来有MODL 职业工作要约的分也相应从10 分涨至15 分。
三、在澳学习并获得学士学位后又在澳学习并获得硕士学位，或在澳学习并获得澳高二级荣誉本科学位或更高荣誉本科学位，澳大利亚学历分由5 分增至10 分。
四、在澳经至少连续两年后获得澳博士学位的学分由原来的10 分涨至15 分。
是日，移民部长同时宣布，技术移民年额度将增至63,300 ~68,300 名，创历史新高。
Skilled Migration Update
On 31 March 2003, the Minister for Immigration and Multicultural and Indigenous Affairs, Philip Ruddock, announced changes to take effect on 1 July 2003 within the general skilled migration category.
These changes are subject to amendments to the Migration Regulations.
The changes in summary are:
overseas students will be required to have completed at least 2 years study while physically in Australia before they qualify for bonus points or the work experience exemption;
the award of 5 additional points for overseas students who study and reside in regional Australia or a low population growth metropolitan area for at least 2 years;
an increase in the points from 5 to 10 awarded for a skilled occupation on the Migration Occupation in Demand List (MODL) and from 10 to 15 for having a job offer in relation to an occupation on the MODL;
an increase in the points from 5 to 10 awarded for completion of an Australian upper second class Honours (or higher degree) or Masters qualification following completion of an Australian bachelor degree, both obtained while studying in Australia; and
an increase in the points awarded from 10 to 15 for completion of an Australian Doctorate with a minimum of 2 consecutive years of full time study while physically in Australia.
