现有功能：
1.可以添加 N 条主题和主题调查内容（由于图片只有10种，所以超过10条则图片
的色彩比较单一了，我想10条够用了。）；
2.方便后台功能：添加、删除、修改主题和内容；
3.记录cookie，使每个投票者，只能投一次，记录准确；
4.可保存所有历史记录；
5.每个主题可以断续调查，cookie不会受影响（即原来调查过的主题，投过票的不会再让他投票）；
6.后台可设置cookie的时间；
